LanguageTracker - chat command outputs languages known by party/npc

Description

This chat command shows all of the languages known by friendly faction Combat Tracker actors (PC or NPC), and for each language, shows the actors that know that language.  If you use the 'all' option on the command, it will put all of the Combat Tracker actors in the list.  This will be useful for a quick lookup of which party members know a language a certain NPC is speaking to them or for some runes they see on the ground or whatever.

You can change the look of the chat box frame that is used in the options.  It defaults to no frame.  I like to use the Whisper frame, personally.

The extension checks against the ruleset language set, so if it shows (non-campaign), that just means that it doesn't exactly match the language list of the ruleset.  It will still show it in the list though.
