Adds a description/links formatted text field to the bottom of the encounter window.  This allows for a description to be added to the encounter and also links to other records (maps, story entries, parcels, etc.) to be added to the encounter.

Note: This should be compatible with most CoreRPG rulesets.  However, some rulesets (D&D 5E and 2E in my tests) have a slightly different naming for the FG XML definition, and this is handled within the extension specifically for those rulesets.
